DC Emancipation Day: Closures, Trash, Parking Enforcement and More

DC Emancipation Day marks an event that took place eight months prior to the Emancipation Proclamation.

DC government agencies and public schools are closed Tuesday for DC Emancipation Day, which marks the abolition of slavery in the District of Columbia.

Some eight months prior to the Emancipation Proclamation, on April 16, 1862, President Abraham Lincoln signed the "District of Columbia Compensated Emancipation Act," which ended slavery and compensated DC slave owners for freeing their slaves. In Georgetown alone, some 128 families filed for compensation.

In recognition of this act, various District agency and services will be closed and suspended Tuesday.

Trash Collection

Trash collection and street sweeping will be suspended for the holiday and will resume Wednesday. Tuesday and Friday collections will be made Wednesday and Saturday.

Parking Regulations

Parking regulations, including expired meters, residential parking and street sweeping, will be suspended Tuesday.

Rush-hour Parking Restrictions

Vehicles violating rush-hour parking restrictions from 7 a.m. to 9:30 a.m. and from 4 p.m. to 6:30 p.m. will be ticketed and towed.

Reversible Lane Operations

DDOT will run reversible lane operations for a typical weekday on the following roadways:

  • Connecticut Avenue, NW between Legation Street and Woodley Road
  • 16th Street, NW between Arkansas Avenue and Irving Street
  • Canal Road between Chain Bridge and Foxhall Road
  • Independence Avenue between 4th Street, SW and 2nd Street, SE
  • Rock Creek Parkway (controlled by the National Park service)

DC Emancipation Day Parade and Festival Street Closures for Tuesday

The following streets will be closed from 4 a.m. to 11 p.m.

  • E Street, NW from 14th to 13th Streets, NW
  • Pennsylvania Avenue, NW from 14th to 12th Streets, NW
  • 13th Street, NW from E Street to Pennsylvania Avenue, NW

The following streets will be closed from 9 a.m. to 2 p.m.

  • Constitution Avenue, NW from 9th Street to Pennsylvania Avenue, NW
  • 7th Street from Pennsylvania Avenue to Independence Avenue, SW

The following streets will be closed from 10 a.m. to 2 p.m.

  • Pennsylvania Avenue from 12th Street to 3rd Street, NW
  • All streets crossing Pennsylvania Avenue from 12th to 4th Street will be closed between E Street and Constitution Avenue, NW
