July Start for 82-Unit Glover Park Residential Project

With funding in hand, a new mixed use project can move forward with construction starting in July.

Chesapeake Realty Partners and Altus Realty will build 82 new residential units on the surface parking lot behind ACE Hardware and Washington Sports Club at 2251 Wisconsin Ave, NW. The project will begin with minor exterior renovations to the existing retail building in July.

Josh Fidler, the COO of Chesapeake Realty Partners (CRP), told Patch the retail tenants will be able to remain open during construction, calling the renovation "minor." During construction the developers will provide alternate parking arrangements for the existing retail tenants.

"The big job is coordinating and constructing 82 apartments on the existing parking lot," Fidler said.

Fidler told Patch CRP hopes to begin work on the existing structure in July. The residential project will take 12 months; he anticipates to begin pre-leasing in April 2014 and to finish construction by July 2014.

The matter of right development will create two levels of below grade parking, one dedicated to the current retail tenants and the other level for residents of the apartment building.

Though the plans will not require zoning review by the Advisory Neighborhood Commission, Fidler said, "Our m.o. is to work very closely with the communities that we build in."

The CRP website about the project stated it would not require any affordable housing units. Patch inquired about that statement given the District's inclusionary zoning for residential projects, which "requires that a certain percentage of units in a new development or a substantial rehabilitation that expands an existing building set aside affordable units in exchange for a bonus density."

"The oddity of this site is that there is a zoning overlay thrown off by the VP residence that does not have IZ requirements," Fidler said.

The property abuts the Naval Observatory, the traditional home of the Vice President in Washington, DC.
