Mayor's Power Line Undergrounding Task Force offers proposal to improve electric distribution infrastructure.
The Mayor's Power Line Undergrounding Task Force, charged with addressing issues in the District's electric distribution infrastructure that led to significant power outages during last summer's derecho, has proposed a plan that could have construction of so-called electrical "feeders" underway as soon as 2014 in five wards, including Ward 3. During the July derecho storm most households in Ward 3's Glover Park and the Palisades, where power lines are above grade, were without power for days. Between 2012 and 2013, the number of homeless decreased slightly in DC.
The DC region has seen a decline in homelessness between 2009 and 2013, but a new report from of the Metropolitan Washington Council of Governments (COG) raised concerns that sequestration cuts could impact grants that fund the region’s homelessness reduction programs and reverse recent progress. In the District, there was an overall 10 percent increase in homelessness between 2009 and 2013, though there were fewer homeless people in 2013 than in 2012, based on the 2013 Point-in-Time Enumeration. Councilmember Mary Cheh proposes expanding the Circulator to Glover Park, the National Cathedral, and the southwest waterfront, among other areas of the city.
Councilmember Mary Cheh last week proposed expanding circulator service to Glover Park and the National Cathedral, among other areas of the District, and would pay for the service by increasing fares in some cases by double. In Cheh’s committee budget, she also proposes expanding the Circulator to the National Mall, U Street, and the neighborhoods surrounding Howard University. Funding for these expansions would rely on an increase in the Circulator fare, effective July 1, 2014 in Cheh's proposal. The project which restored O and P streets, while maintaining historic integrity, was honored with a 2013 Award for Excellence in Historic Preservation for design and construction.
The O and P Streets Rehabilitation Project was among several District projects recognized last week with a 2013 Award for Excellence in Historic Preservation. “We are honoring the return to glory of some of our most cherished neighborhood landmarks and institutions,” Mayor Vincent Gray said in a press release. “Historic Preservation is a driving force in the development and growth of the District of Columbia as more and more people are drawn to the vibrant historic neighborhoods of our beautiful city.” The Georgetown project restored O and P streets in Georgetown, making the roads much friendlier to drivers, while retaining historic items like cobblestones and a rare remaining example of streetcar “conduit track system” in the United …

Work on the bridge over Rock Creek Parkway continues.
The District Department of Transportation (DDOT) will close one lane of Pennsylvania Avenue NW on the bridge over Rock Creek Parkway Friday. Crews will be inspecting the Pennsylvania Avenue NW Bridge over the Rock Creek and Potomac Parkway as part of an ongoing project. Drivers should expect slight delays due to the lane closure between 9:30 a.m. and 4 p.m. Friday. According to DDOT, "The center lane on eastbound Pennsylvania Avenue, NW will be closed. The left and right lanes will be kept open on eastbound Pennsylvania Avenue, NW and all westbound lanes will be open." There are also lane closures beneath the bridge on Rock Creek Parkway. The District Department of Transportation is hosting a public meeting May 15 on a proposed protected bike lane for M Street, NW.
The District Department of Transportation (DDOT) could begin construction on the highly-anticipated M Street Cycletrack, a protected bike lane, as soon as August, according to Washingtonian. Next week DDOT will hold a public meeting to receive comments and feedback on the proposed track which will run westbound on M Street between 14th and 28th streets, NW. The lane will be installed on the north side of the road and bikes will be separated from vehicular traffic by flexible posts. Cycletracks "provide bicyclists with more protection from cars than a typical bike lane," according to DDOT. Georgetown murder defendant Albrecht Muth is eating consistently again and was recently discharged from United Medical Center and returned to D.C. jail, according to a May 1 email now in court records. Muth is charged with first-degree murder in the strangling death of his late wife, Viola Drath, in her Georgetown home in August 2011. Muth's trial for the murder of his late wife had been set to begin in March, but his on-again, off-again hunger strike rendered him incapable of standing, or even sitting up. Doctors told the court on several occasions that Muth was at "imminent risk of death." The court determined that Muth would be unable to appear in court, though on April 25, D.C. An Internet radio host called for a march from Virginia into the district on July Fourth with loaded guns.
D.C. Chief of Police Cathy Lanier said Metropolitan Police Department officers would meet protesters as they enter the District, should they proceed with their plan to march into Washington with loaded guns, according to the Washington Post. Lanier's remarks were directed at Adam Kokesh, who has created a Facebook page for an event he is calling the "Open Carry March on Washington." "We will march with rifles loaded [and] slung across our backs to put the government on notice that we will not be intimidated [or] cower in submission to tyranny," according to the Facebook page. Off-peak lane restrictions will be in place along the section of Rock Creek and Potomac Parkway beneath Pennsylvania Avenue NW to accommodate maintenance work on the Pennsylvania Avenue Bridge through May 17. The District Department of Transportation (DDOT) will alternate single-lane closures for the northbound and southbound lanes of Rock Creek and Potomac Parkway weekdays between 9:45 a.m. and 2:45 p.m. and between 9 p.m. and 5 a.m., according to a press release. Additionally, alternating single-lane closures will be used on weekends between 9 p.m. and 5 a.m.

Among other things, it would make it easier to walk up to the shops at Glover Park and have an option for coming back home with full bags from Whole Foods or ACE Hardware, without having to lug them back the whole way.
