ANC Wrap Up: Races, Friendly Estate and More

The Georgetown Advisory Neighborhood Commission met Monday, April 30.

The Georgetown Advisory Neighborhood Commission (ANC) spent much of its time Monday night debating the merits of various sporting events that close off street traffic and  the merits of proposed signage, additions and alterations to both public and private properties.

Sporting Events

Last year, the ANC established a set of criteria for races that come through the neighborhood and close off streets to traffic. The events should significantly benefit charity and should impose the least interruption possible on residents. The ANC approved all four of the races/events before them Monday.

  • Bike D.C. will be Sunday, May 13 and will impact Rock Creek Parkway from Calvert Street to K Street, beginning at 7 a.m.
  • The Nation's Triathlon will be Sunday, Sept. 9 and will impact Key Bridge and Clara Barton Parkway.
  • The Best Buddies Challenge ride will be Oct. 20 and will only affect the Whitehurst Freeway, which will be completely open by 10 a.m.
  • The Marine Corps Marathon on Oct. 28 will close down M Street, Wisconsin Avenue south of M Street and K Street to Rock Creek Parkway for the first half of  the day. Residents living South of M Street from 30th Street and streets east will be able to travel north on their streets to exit the neighborhood, but no traffic will be able to flow west of 30th Street, south of M Street.

Alcoholic Beverage Control Items

  • The at 1050 31st St. secured approval for a 24-seat "summer garden" and full liquor service hours, including the private rooftop, without a voluntary agreement. During the presentation the attorney for the hotel told the ANC that the price point for rooms starts at $800/night.
  • will go to the Alcoholic Beverage Control Board before the owners and the community want it to. The owners are still finalizing plans that will determine how many seats there will be inside and out, but the Board has pushed them to come forward for their license before plans are finalized. A Citizens Association of Georgetown representative said she believes the board is acting with haste because other licenses have sat without a plan for too long and there is a fear that this one might do the same.

  • upgrades will include work around flag pole and tot lot, additional brick area, more benches and a few other upgrades. So far Friends of Rose Park have raised $30,000 for the project, which has an estimated cost range from $50,000 to $100,000.
  • The Friendly Estate/Williams-Addison House at 1645 31st Street is coming back with plans for additions to the property to make it more marketable after years of sitting without a buyer; several of the plans had prviously been approved and permitted but not completed.

Architect Dale Overmeyer told the ANC that there was a contract on the property and that these changes would make it into a single-family home, not a sub-divided property as previous owners had tried to create. Neighbors remain concerned about additions to the property and that another developer will buy the home and once again try to sub-divide the lot.

The ANC said it was fine with the new owners completing previously permitted work, but the commission raised concerns about the over-development of an historic estate.

  • The was back with new changes to the design for a seven-unit building. All balconies and decks have been removed, the project is set back by two additional feet to allow for landscaping, a parking area has a new proposed gate and the roof is gabled and angled. But neighbors continue to object to the overall height and massing of the project and continue to request that the bottom level of units be removed. The ANC passed along the neighbors concerns to the OGB.
