West Heating Plant Snags $19.5 Million High Bid at Close

The auction closed Wednesday.

The General Services Administration's (GSA) West Heating Plant auction finally ended Wednesday, more than two week after the soft close date, with a winning bid of $19.5 million. The opening bid for the 2-acre lot and 20,000 square-foot building at 29th and K Streets, NW was $500,001. Though the auction opened Jan. 18, the first bid did not appear until Feb. 14. The soft close for the auction was 5 p.m. on Feb. 19, but the auction was set up to not officially end until 24 hours went by without a new bid. The last unchallenged bid came in Tuesday and the alotted 24 hours expired mid-day Wednesday. Bidding was anonymous and the winner, Anonymous Bidder #2, is unknown. New bidders have joined the fray and the price increases daily.

The auction of the West Heating Plant in Georgetown is far from over days after the soft close of the General Services Administration eBay-style auction of the 2-acre lot and 20,000 square-foot building at 29th and K Streets, NW. Though the soft close for the auction was 5 p.m. on Feb. 19, the auction will not officially end until 24 hours go by without a new bid. Since Tuesday, 13 new bids have slowly pushed up the going price. A new bid must be at least $200,000 more than the previous bid.  By the end of the day Thursday, the winning bid had jumped to $11.5 million, up from $6.95 million that morning. The General Services Administration (GSA) will start its online eBay-style auction Jan. 18 for the Georgetown West Heating Plant. Interested parties must submit a registration deposit of $500,000, which is also the starting bid. The auction closes at 5 p.m. Feb. 19, though GSA reserves the right to a possible auction extension. The West Heating Plant, a 20,000 square-foot building on a 2-acre lot, is a surplus federal property on 29th Street, just north of K Street, NW in Georgetown. West Heating Plant Discussions Continue Behind Closed Doors

Community leaders will meet to discuss the site's future.

The General Services Administration now plans to auction off the West Heating Plant beginning on an undetermined date in November, according to The Washington Post. Behind the scenes, the delays in the auction have given neighbors and city agencies the opportunity to continue to discuss and plan the future of the surplus federal land and building at 29th and K Streets, NW adjacent to Rock Creek Park and the C&O Canal. Georgetown civic groups and Ward 2 Councilman Jack Evans are lobbying for zoning restrictions and possibly a set-aside of park land on the federally-owned property. Funny how taxpayers want the Government to get the most from their unused assets in a sale until that sale involves them. Then all of a sudden the correct answers is the Government should provide the asset for free parks, etc and forgo the financial benefit to the taxpayers of highest and best use.   more ›

GSA Releases West Heating Plant Environmental Asessment

Comments on the sale of the large federal property are due August 29.

The General Services Administration (GSA) released an environmental assessment (EA) of the West Heating Plant sale, finding that a new development that would potentially include 181 new residential units and as much as 181,210 square feet of commercial and retail space would generally have minor or moderate impacts in both the long-term and short-term on the surrounding community.  The West Heating Plant is a surplus federally-owned property at 29th and K Streets NW adjacent to Rock Creek Park and the C&O Canal. Neighbors are lobbying the General Services Administration to place restrictions on the auction of the West Heating Plant in order to protect adjoining park lands and to prevent the new owner from building any new structures. The West Heating Plant is a federally owned property at 29th and K Streets NW adjacent to Rock Creek Park and the C&O Canal. It is scheduled for auction this fall. "It could be a true disaster for Georgetown," said Steve Crimmins, a neighboring property owner. The West Heating Plant will most likely be zoned as W-2 to allow a mixed-use development on the surplus federal property once it is sold at auction later this year. Unfortunately for curious Georgetowners, that was one of only a few substantial tidbits gleaned Tuesday from a congressional subcommittee hearing on the the General Services Administration (GSA) sale of excess federal properties. Congresss is growing impatient with the General Services Administration (GSA) over the sale of the West Heating Plant — the federal property on 29th Street just north of K Street in Georgetown — and plans a hearing in next week to urge action, according to the Washington Post.  Though the GSA had hoped to hold an EBay-style auction of the property by late summer, that timeline was recently pushed back until the fall.
