The National Park Service awarded an open concession bid to operate a boat rental facility to a Boston-based company.
As Jack's Boathouse's owner faces a losing legal battle, the National Park Service officially welcomed Boston Outdoor Recreation, Inc. as the new concessioner to the "Key Bridge Boathouse." Paul Simkin owns the Jack's Boathouse operation and has been in the midst of a legal dispute with NPS about who owns the land and whether Jack's Boathouse has a rightful lease to the property. In January NPS issued an open concessions bid for a business to operate a boat rental facility at what the agency is now calling the Key Bridge Boathouse. NPS awarded that contract to Boston Outdoor Recreation in March. “We look forward to working with Boston Outdoor Recreation as they continue on the tradition of providing a valuable service to visitors,” said …

A District Court judge struck down owner Paul Simkin's suit against the District government.
Jack's Boathouse owner Paul Simkin was dealt a blow in his legal battle to retain ownership and ability to operate a boathouse on the Georgetown waterfront when District Court Judge Colleen Kollar-Kotelly's rejected his case against the District government. In December, the National Park Service (NPS) sent a letter to Simkin saying he had until Jan. 31 to vacate the location where he operates his business. The NPS gave Jack's a bit of a reprieve a few days later, but later told Simkin it would be issuing a request for qualifications for a new contract on the property. Simkin was able to apply to operate that contract, but chose not to. Simkin and his attorney argued that NPS does not have the jurisdiction to terminate his lease because …

The National Park Service recently issued an open bid for the site currently occupied by Jack's Boathouse.
The National Park Service (NPS) awarded a two-year temporary concession contract to B&G Outdoor Recreation, Inc. to run a non-motorized boathouse rental business on the site that is currently operated by Jack's Boathouse. Jack's Boathouse has already filed suit in U.S. District Court for the District of Columbia against NPS, seeking injunctive relief from eviction. There is a dispute between Jack's and NPS about who owns the land and whether Jack's Boathouse has a rightful lease to the property. When NPS released the Request for Qualifications in January, Jack's Boathouse owner Paul Simkin said NPS was essentially "forcing us to bid to run our own business." Jack's did not bid on the contract. A panel of NPS staff from across the country …

The Georgetown waterfront fixture will file a complaint in US District Court this week.
Jack's Boathouse is taking its fight to maintain its right to operate a boat rental company at the Georgetown waterfront all the way to the United States District Court for the District of Columbia this week, according to the Washington City Paper. The small business seeks to prevent the National Park Service from proceeding with its open bidding process for a new concession for the site. NPS says it is only following its standard protocol for contracts on park property by pursuing a concession contract rather than renegotiating a lease with boathouse owner Paul Simkin. The National Park Service is seeking to create a new contract for a boathouse operation on the Georgetown waterfront.
The National Park Service (NPS) is moving forward with plans to create a new contract for a boat rental operation on the Georgetown waterfront as the agency explores recent allegations by current tenant Jack's Boathouse that NPS does not have jurisdiction over the property. "We believe that we have full jurisdiction of the Georgetown waterfront park," Jennifer Mummart, the acting NPS associate regional director for communications in the national capital region, told Patch. But Friday, Jack's owner Paul Simkin and his attorney Charles Camp told Patch they believe NPS no longer has jurisdiction over the Georgetown waterfront and that control actually should have reverted to the District government years ago. "We are looking into it," Mummart…

Conflicting claims on Georgetown waterfront property put future of boathouse in question.
Jack's Boathouse has anchored Georgetown’s western waterfront for decades. But whether it has the right to lease the land as it has for 40 years instead of entering into a competitive concession with the National Park Service (NPS) is the subject of a debate that could land both parties in court. And the boat rental company says it isn’t going down without a fight. On Friday, NPS issued a Request for Qualifications (RFQ) for a contract to operate a boat rental operation at 3500 K Street — and it wants Jack’s Boathouse, which has operated a boat rental facility out of a red single-story wooden bungalow on the Georgetown waterfront since 1973, to compete for the contract. While NPS claims it took stewardship of the parcel in the late 1980s, …

The National Park Service notified Jack's that they have 30 days.
Jack's Boathouse has lost its lease on its Georgetown waterfront property, according to The Georgetowner. The Georgetown fixture must vacate the property by Jan. 31. Owner Paul Simkin told The Georgetowner that the 2012 season "was the best summer we ever had in DC." Read the full story here. The National Park Service is in the process of evaluating uses for a non-motorized boathouse zone for the waterfront area. The NPS waterfront area spans from 34th Street to about 1,200 feet upstream of the Key Bridge. The threat of Hurricane Sandy forced Jack's Boathouse to cram a lot of work into a small window of time.
Jack’s Boathouse decided to call it a season and close Oct. 27 due to the threat of Hurricane Sandy. The boathouse crew crammed two weeks worth of closing preparations into two days. Jack’s canoe, kayak and paddle board rental owner, Paul Simkin, said Sandy “forced our hand” to do a lot of work in a small amount of time. Even though they took precautions, the boathouse experienced damages with a projected cost of $25,000. Still, Simkin said the boathouse fared fairly well through the storm. “I have seen worse,” said Simkin. “We did better than we thought we were going to do.” The boathouse did not close much earlier than normal, as it usually closes during the week of Halloween when the Potomac’s daily temperatures are constantly reading …
