Developers Seek Clarity on Zoning for West Heating Plant at Industry Meeting

D.C. officials advised potential bidders about green space and Georgetown neighbors' preferences.

Developers seeking clarification on potential development opportunities on the West Heating Plant, a 2-acres parcel at Georgetown's southeastern most corner, were left without much clarity after an Industry Meeting held by the General Services Administration (GSA) Thursday. GSA is overseeing the sale of the excess federal property on 29th Street just north of K Street, NW, bordering Rock Creek and the C&O Canal. No auction date has been set. Though GSA's description of the site assumed the potential land use for the property would be similar to that of neighboring properties, which are primarily mixed use, residential and hotels, the Office of Planning said the the W-2 zoning would not be applied at this site. Industry representatives interested in throwing their hats in the ring for the West Heating Plant site, will have an opportunity to learn more about the auction at an Oct. 25 meeting. The General Services Administration, which is overseeing the sale of the excess federal property on 29th Street just north of K Street, NW, secured the services of Jones, Lang, LaSalle for marketing the property. OP Joins Push for West Heating Plant Green Space

The community would like to see part of the federal property become park land after its auction later this year.

Office of Planning Director Harriet Tregoning urged the General Services Administration to include a copy of the West Heating Plant site's comprehensive plan, which includes a large swath of green space, in any materials distributed to bidders in the upcoming auction of the federal property. The West Heating Plant is a surplus federal propery at the southeasternmost edge of Georgetown, bordered by Rock Creek Park, the C&O Canal, the Georgeown Waterfront and 29th Street. It is currently unzoned. Community leaders will meet to discuss the site's future.

The General Services Administration now plans to auction off the West Heating Plant beginning on an undetermined date in November, according to The Washington Post. Behind the scenes, the delays in the auction have given neighbors and city agencies the opportunity to continue to discuss and plan the future of the surplus federal land and building at 29th and K Streets, NW adjacent to Rock Creek Park and the C&O Canal. Georgetown civic groups and Ward 2 Councilman Jack Evans are lobbying for zoning restrictions and possibly a set-aside of park land on the federally-owned property. Funny how taxpayers want the Government to get the most from their unused assets in a sale until that sale involves them. Then all of a sudden the correct answers is the Government should provide the asset for free parks, etc and forgo the financial benefit to the taxpayers of highest and best use.   more ›

As time ticks down to the General Services Administration (GSA) auction of the West Heating Plant later this fall, Georgetown civic groups and Ward 2 Councilman Jack Evans are lobbying for zoning restrictions and possibly a set-aside of park land on the federally-owned property. The West Heating Plant is a surplus federal property at 29th and K Streets, NW adjacent to Rock Creek Park and the C&O Canal. Sorry Michael, if you wanted green space for a "soccerplex" you probably should've moved to NoVa or Maryland. This heating plant is in the middle of a dense urban environment and would cost the city millions to develop as a soccerplex in addition to the millions lost over the course of the soccerplex's existence on maintenance and lost tax revenue. The General Services Administration (GSA) released an environmental assessment (EA) of the West Heating Plant sale, finding that a new development that would potentially include 181 new residential units and as much as 181,210 square feet of commercial and retail space would generally have minor or moderate impacts in both the long-term and short-term on the surrounding community.  The West Heating Plant is a surplus federally-owned property at 29th and K Streets NW adjacent to Rock Creek Park and the C&O Canal. Neighbors are lobbying the General Services Administration to place restrictions on the auction of the West Heating Plant in order to protect adjoining park lands and to prevent the new owner from building any new structures. The West Heating Plant is a federally owned property at 29th and K Streets NW adjacent to Rock Creek Park and the C&O Canal. It is scheduled for auction this fall. "It could be a true disaster for Georgetown," said Steve Crimmins, a neighboring property owner. Georgetown's Advisory Neighborhood Commission (ANC) will consider two projects on current or former federal property and a permit application for the Wisconsin Avenue building that collapsed on Thanksgiving Day at public meeting Monday. The ANC2E meets at Georgetown Visitation School (1524 35th St. NW) at 6:30 p.m. West Heating Plant (29th and K Streets) The sale of this federal property is scheduled for September and the ANC wants to begin organizing the community's opinions and wishlists for the land once it is sold. Mixed-Use Development Likely for West Heating Plant Site

Congressional hearing raises questions about timing and efficiency in sale of surplus federal buildings.

The West Heating Plant will most likely be zoned as W-2 to allow a mixed-use development on the surplus federal property once it is sold at auction later this year. Unfortunately for curious Georgetowners, that was one of only a few substantial tidbits gleaned Tuesday from a congressional subcommittee hearing on the the General Services Administration (GSA) sale of excess federal properties.
